href=\"https:\/\/www.info.gov.hk\/gia\/general\/202306\/09\/P2023060900835.htm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u63aa\u65bd<\/span><\/a><span style=\"font-weight: 400;\">\uff0c\u5305\u62ec\u63d0\u4f9b\u5b9a\u671f\u8a55\u4f30\u548c\u53ca\u65e9\u8f49\u4ecb\u3002<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">\u5148\u5c0e\u8a08\u5283\u7684\u7814\u7a76\u6307\u51fa\uff0c\u5e38\u898b\u7cbe\u795e\u554f\u984c\uff08CMD\uff09\u4f54\u6240\u6709\u7cbe\u795e\u5065\u5eb7\u554f\u984c\u88e1\u7684 70% \uff0c\u800c\u7576\u4e2d\u53ea\u6709\u5c11\u65bc 30% \u7684\u4eba\u6709\u7372\u5f97\u7cbe\u795e\u5065\u5eb7\u670d\u52d9\u7684\u5e6b\u52a9\u3002\u5be6\u969b\u9700\u6c42\u8207\u670d\u52d9\u4f7f\u7528\u4e4b\u9593\u7684\u5de8\u5927\u843d\u5dee\u6703\u5c0e\u81f4\u9999\u6e2f\u4eba\u7684\u7cbe\u795e\u5065\u5eb7\u72c0\u614b\u6301\u7e8c\u60e1\u5316\uff0c\u7e7c\u800c\u640d\u5bb3\u500b\u4eba\u548c\u5bb6\u5ead\u65e5\u5e38\u904b\u4f5c\u3001\u589e\u52a0\u6b7b\u4ea1\u7387\u548c\u964d\u4f4e\u793e\u6703\u751f\u7522\u529b\u3002\u7cbe\u795e\u5065\u5eb7\u7684\u65e9\u671f\u548c\u9032\u968e\u9810\u9632\u652f\u63f4\u80fd\u5920\u914d\u5408\u653f\u5e9c\u91cd\u8996\u7684\u57fa\u5c64\u91ab\u7642\uff0c\u56e0\u6b64\u6211\u5011\u5efa\u8b70\u8003\u616e\u5c07\u65e9\u671f\u7cbe\u795e\u5065\u5eb7\u652f\u63f4\u670d\u52d9\u7d0d\u5165\u57fa\u5c64\u91ab\u7642\u670d\u52d9\u4e2d\u3002<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>\u4e8c\u3001\u6b63\u5f0f\u627f\u8a8d\u5fc3\u7406\u5065\u5eb7\u4e3b\u4efb\u7684\u89d2\u8272<\/b><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">\u9452\u65bc\u6211\u5011\u65bc\u9752\u5c11\u5e74\u60c5\u7dd2\u8f14\u5c0e\u54e1\u5148\u5c0e\u8a08\u5283\uff08\u73fe\u7a31\u300c\u793e\u5340\u5fc3\u6d3b\u6307\u5357\u300d\uff08iACT\uff09\u8a08\u5283\uff09\u53d6\u5f97\u6210\u529f\u7d93\u9a57\uff0c\u6211\u5011\u5efa\u8b70\u66f4\u5ee3\u6cdb\u5730\u63a1\u7528\u9019\u7a2e\u65e9\u671f\u4ecb\u5165\u53ca\u4f4e\u5bc6\u5ea6\u7684\u5fc3\u7406\u6cbb\u7642\u63aa\u65bd\u3002\u6b64\u5148\u5c0e\u8a08\u5283\u6210\u529f\u70ba\u672c\u5730\u9752\u5c11\u5e74\u63d0\u4f9b\u8d85\u904e 3,336 \u6b21\u514d\u8cbb\u7cbe\u795e\u5065\u5eb7\u5fc3\u7406\u6cbb\u7642\u652f\u63f4\u670d\u52d9\uff0c\u6539\u5584\u4ed6\u5011\u7684\u751f\u6d3b\u8cea\u7d20\u3002\u5176\u4e2d\u4ee4\u4eba\u9f13\u821e\u7684\u662f\uff0c 18 \u81f3 24 \u6b72\u7684\u670d\u52d9\u4f7f\u7528\u8005\u5728\u5b8c\u6210\u7531\u9752\u5c11\u5e74\u60c5\u7dd2\u8f14\u5c0e\u54e1\uff08\u73fe\u7a31\u300c\u5fc3\u7406\u5065\u5eb7\u4e3b\u4efb\u300d\uff09\u63d0\u4f9b\u7684 8 \u7bc0\u60c5\u7dd2\u652f\u63f4\u74b0\u7bc0\u5f8c\uff0c \u5fa9\u5143\u7387\u9ad8\u9054 70%\u3002<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">\u6709\u898b\u65bc\u76ee\u524d\u672c\u5730\u7cbe\u795e\u5065\u5eb7\u5c08\u696d\u4eba\u58eb\uff0c\u5c24\u5176\u81e8\u5e8a\u5fc3\u7406\u5b78\u5bb6\u548c\u7cbe\u795e\u79d1\u91ab\u751f\u4e0a\u7684\u77ed\u7f3a\uff0c\u6211\u5011\u6566\u4fc3\u653f\u5e9c\u6b63\u5f0f\u8a8d\u53ef\u5fc3\u7406\u5065\u5eb7\u4e3b\u4efb\u65bc\u793e\u5340\u4e2d\u63d0\u4f9b\u7cbe\u795e\u5065\u5eb7\u652f\u63f4\u7684\u89d2\u8272\uff0c\u4ee5\u4f5c\u70ba\u4e00\u500b\u7bc0\u7701\u6210\u672c\u548c\u5feb\u901f\u6539\u5584\u793e\u5340\u7cbe\u795e\u5065\u5eb7\u91ab\u7642\u670d\u52d9\u7684\u9014\u5f91\u3002\u4ee5\u9999\u6e2f\u7684\u4eba\u53e3\u8a08\u7b97\uff0c\u6211\u5011\u9700\u8981\u8d85\u904e 700 \u540d\u7cbe\u795e\u79d1\u91ab\u751f\u548c 300 \u540d\u81e8\u5e8a\u5fc3\u7406\u5b78\u5bb6\u624d\u80fd\u6eff\u8db3\u7d93\u6fdf\u5408\u4f5c\u66a8\u767c\u5c55\u7d44\u7e54\u570b\u5bb6 (OECD ) \u7684 5.3\uff1a10,000 \u5e73\u5747\u4eba\u53e3\u8207\u81e8\u5e8a\u91ab\u7642\u6bd4\u4f8b\u3002\u5728\u78ba\u4fdd\u63a5\u53d7\u6559\u80b2\u7684\u81e8\u5e8a\u5c08\u696d\u4eba\u58eb\u6578\u5b57\u6301\u7e8c\u589e\u9577\u7684\u540c\u6642\uff0c\u5fc3\u7406\u5065\u5eb7\u4e3b\u4efb\u7b49\u8f14\u52a9\u5c08\u696d\u4eba\u54e1\u4e5f\u53ef\u4ee5\u70ba\u6b63\u5728\u7d93\u6b77\u8f15\u5fae\u81f3\u4e2d\u7b49\u5e38\u898b\u7cbe\u795e\u554f\u984c\u7684\u4eba\u58eb\u63d0\u4f9b\u5fc5\u8981\u7684\u5fc3\u7406\u4ecb\u5165\u652f\u63f4\u3002\u8003\u616e\u5230\u5c08\u696d\u57f9\u8a13\u9700\u6642\u548c\u8cbb\u7528\u8f03\u9ad8\uff0c\u6211\u5011\u5efa\u8b70\u7531\u5168\u65b0\u7d93\u904e\u5c08\u696d\u57f9\u8a13\u548c\u76e3\u7763\u7684\u5fc3\u7406\u5065\u5eb7\u4e3b\u4efb\u70ba\u8f15\u5fae\u81f3\u4e2d\u7b49\u7684\u500b\u6848\u63d0\u4f9b\u5c08\u696d\u670d\u52d9\u3002\u4ed6\u5011\u7684\u57f9\u8a13\u6642\u9593\u50c5\u70ba 11 \u500b\u6708\uff0c\u76f8\u6bd4\u57f9\u8a13\u4e00\u540d\u7cbe\u795e\u79d1\u5c08\u5bb6\u9700\u8981 10 \u5e74\u4ee5\u4e0a\u66f4\u5177\u7d93\u6fdf\u6548\u76ca\u3002<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>\u4e09\u3001\u5f15\u5165\u4f4e\u5bc6\u5ea6\u670d\u52d9\u548c\u968e\u68af\u652f\u63f4\u6a21\u5f0f \uff08Stepped Care Model\uff09<\/b><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">\u6211\u5011\u5efa\u8b70\u5c07\u4f4e\u5bc6\u5ea6\u7684\u7cbe\u795e\u5065\u5eb7\u6cbb\u7642\u670d\u52d9\u6574\u5408\u5230\u516c\u5171\u91ab\u7642\u7cfb\u7d71\u7684\u968e\u68af\u652f\u63f4\u6a21\u5f0f\u4e2d\u3002\u6307\u5c0e\u5f0f\u81ea\u52a9\u6cbb\u7642\u548c\u5fc3\u7406\u6559\u80b2\u7b49\u4f4e\u5bc6\u5ea6\u7684\u670d\u52d9\u53ef\u4ee5\u4ea4\u7531\u66f4\u591a\u5b8c\u6210\u57f9\u8a13\u7684\u5fc3\u7406\u5065\u5eb7\u4e3b\u4efb\u7b49\u8f14\u52a9\u5c08\u696d\u4eba\u54e1\u63d0\u4f9b\u3002\u9019\u985e\u578b\u7684\u670d\u52d9\u53ef\u4ee5\u5728\u4e0d\u540c\u7684\u81e8\u5e8a\u548c\u975e\u81e8\u5e8a\u74b0\u5883\u4e2d\u9032\u884c\uff0c\u5305\u62ec\u5b78\u6821\uff0c\u975e\u653f\u5e9c\u7d44\u7e54\u548c\u793e\u5340\u4e2d\u5fc3\u7b49\u3002\u9019\u4e9b\u670d\u52d9\u5177\u6709\u6210\u672c\u548c\u6642\u9593\u6548\u76ca\uff0c\u5c0d\u65bc\u53d7\u8f15\u5fae\u81f3\u4e2d\u7b49\u7cbe\u795e\u56f0\u64fe\u7684\u4eba\u4f86\u8aaa\u4f5c\u7528\u91cd\u5927\u3002\u4f4e\u5bc6\u5ea6\u670d\u52d9\u662f\u63d0\u4f9b\u91ab\u7642\u670d\u52d9\u7684\u7b2c\u4e00\u6b65\uff0c\u6709\u52a9\u65bc\u9632\u6b62\u7cbe\u795e\u5065\u5eb7\u72c0\u6cc1\u5347\u7d1a\uff0c\u540c\u6642\u80fd\u70ba\u9700\u8981\u9ad8\u5bc6\u5ea6\u4ecb\u5165\u652f\u63f4\u7684\u56b4\u91cd\u500b\u6848\u9a30\u51fa\u8cc7\u6e90\u3002<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>\u56db\u3001\u5efa\u7acb\u4e00\u500b\u5177\u6709\u884c\u653f\u6b0a\u529b\u7684\u7cbe\u795e\u5065\u5eb7\u5c08\u8cac\u5c0f\u7d44<\/b><\/p>\n<p>&nbsp;<\/p>\n<p><span 400;\">\u6211\u5011\u5efa\u8b70\u6210\u7acb\u4e00\u500b\u5177\u6709\u884c\u653f\u6b0a\u529b\u7684\u7cbe\u795e\u5065\u5eb7\u5c08\u8cac\u5c0f\u7d44\uff0c\u914d\u5408\u653f\u5e9c\u63d0\u51fa\u7684\u8de8\u90e8\u9580\u6a5f\u5236\u70ba\u6709\u7cbe\u795e\u5065\u5eb7\u9700\u8981\u7684\u4eba\u58eb\u63d0\u4f9b\u6cbb\u7642\u548c\u793e\u6703\u652f\u652f\u63f4\u3002\u9452\u65bc\u7cbe\u795e\u5065\u5eb7\u7684\u5ee3\u6cdb\u6027\uff0c\u5b83\u7684\u7bc4\u7587\u6a6b\u8de8\u4e0d\u540c\u7684\u653f\u5e9c\u90e8\u9580\uff0c\u5305\u62ec\u52de\u5de5\u53ca\u798f\u5229\u5c40\uff08\u793e\u6703\u798f\u5229\u7f72\uff09\u3001\u98df\u7269\u53ca\u91ab\u52d9\u885b\u751f\u5c40\uff08\u57fa\u5c64\u91ab\u7642\u3001\u91ab\u9662\u7ba1\u7406\u5c40\uff09\u548c\u6559\u80b2\u5c40\uff08\u7279\u6b8a\u6559\u80b2\u9700\u8981\u670d\u52d9\u3001\u5b78\u751f\u5065\u5eb7\u670d\u52d9\uff09\uff0c\u56e0\u6b64\u5354\u8abf\u5404\u90e8\u9580\u81f3\u95dc\u91cd\u8981\u3002\u800c\u4e00\u500b\u5177\u6709\u884c\u653f\u6b0a\u529b\u7684\u7cbe\u795e\u5065\u5eb7\u5c08\u8cac\u5c0f\u7d44\u80fd\u6709\u6548\u907f\u514d\u8cc7\u6e90\u91cd\u8907\u53ca\u6574\u7406\u7cbe\u7c21\u660e\u78ba\u53ef\u884c\u7684\u7cbe\u795e\u5065\u5eb7\u76ee\u6a19\uff0c\u800c\u5176\u4e2d\u5f88\u591a\u5de5\u4f5c\u5df2\u7531\u7cbe\u795e\u5065\u5eb7\u8aee\u8a62\u59d4\u54e1\u6703\u78ba\u5b9a\u3002<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>\u4e94\u3001\u4fc3\u9032\u516c\u71df\u3001\u79c1\u71df\u53ca\u975e\u725f\u5229\u55ae\u4f4d\u4e4b\u9593\u7684\u5408\u4f5c<\/b><\/p>\n<p>&nbsp;<\/p>\n<p><span 400;\">\u7531\u65bc\u6e9d\u901a\u548c\u63d0\u4f9b\u91ab\u7642\u65b9\u9762\u4e4b\u9593\u6b63\u5b58\u5728\u5de8\u5927\u843d\u5dee\uff0c\u5efa\u7acb\u5925\u4f34\u95dc\u4fc2\u53ef\u4ee5\u5145\u5206\u5229\u7528\u5404\u90e8\u9580\u7684\u512a\u52e2\u8207\u8cc7\u6e90\uff0c\u52a0\u5f37\u9810\u9632\u548c\u6cbb\u7642\u7b56\u7565\u3002\u79c1\u71df\u6a5f\u69cb\u80fd\u5920\u63d0\u4f9b\u5275\u65b0\u7684\u89e3\u6c7a\u65b9\u6848\u548c\u8cc7\u91d1\uff0c\u653f\u5e9c\u90e8\u9580\u53ef\u78ba\u4fdd\u653f\u7b56\u652f\u63f4\u548c\u57fa\u790e\u5efa\u8a2d\uff0c\u800c\u975e\u725f\u5229\u6a5f\u69cb\u5247\u53ef\u4ee5\u63d0\u4f9b\u57fa\u5c64\u7684\u89c0\u9ede\u548c\u91ab\u7642\u670d\u52d9\u3002\u9019\u4e9b\u5408\u4f5c\u95dc\u4fc2\u53ef\u4ee5\u5171\u540c\u63a8\u52d5\u7cbe\u795e\u5065\u5eb7\u7b56\u7565\u7684\u5168\u9762\u5be6\u65bd\uff0c\u5305\u62ec\u6b63\u5f0f\u5f15\u5165\u5fc3\u7406\u5065\u5eb7\u4e3b\u4efb\u548c\u4f4e\u5bc6\u5ea6\u5fc3\u7406\u6cbb\u7642\u670d\u52d9\uff0c\u5f9e\u800c\u78ba\u4fdd\u2fb9\u6e2f\u6c92\u6709\u4eba\u9700\u8981\u7368\u2f83\u2faf\u5c0d\u7cbe\u795e\u5065\u5eb7\u554f\u984c\u3002<\/span><\/p>\n<p><span
